Blog #4 Ending Stop-and-Frisk Abuses

I'm doing my opinion piece on "How to End Stop-and -Frisk Abuses" which i found on The New York Times and according to the article, the New York police department is not only violating citizens Fourth Amendment but they are being accused of using race as the main reason for stops. Commissioner Raymond Kelly of the New York Police Department, came up with a plan in hope to ban racial profiling and tells commanders to review the forms filled out by officers after each stop. 


a rhetorical strategy used in the article is diction. the word choice that Raymond Kelly used is sophisticated that makes the reader believe that he knows what he's talking about. it also eludes you to believe he is part of  a police department because of his wise word choice and knowledge of his job. 


another rhetorical strategy is imagery. "And, in more than 10 percent of all stops, officers reported a “suspicious bulge” — suggesting a gun — in the clothing of people they stopped, but seized guns only 0.15 percent of the time. New York needs to stop these practices, which may have infected Philadelphia’s program." this shows that the abusive practices that New York's police department undergo is spreading, increasing and are being used in other state police departments as well. The tone is concerned with the idea that police officers are simply stopping for no reason and anger that "power" is being used against people of color. 


Different people have different opinions on the subject but in the majority of the cases people complain of the abusive manner in which officers "frisk"in order to find weapons or contraband. i personally think that even with the monitor to oversee stop-and-frisk practices there will always be some kind of superiority between cops and the citizens, as well as racial profiling . its not entirely impossible to change but i think its an issue that is hard to be successful in.
